Monitoring-evaluation officer M/F

The European Institute for Cooperation and Development (IECD) is a recognized public utility association, which intervenes in the fields of education, entrepreneurship and access to employment through training for the most vulnerable people. The IECD implements more than 70 projects in 18 countries, 4 geographical zones (Middle East and North Africa, Sub-Saharan Africa, Madagascar and South-East Asia) allowing it to act with around 30 beneficiaries.

Mission

 

1/ Monitoring and evaluation

  • Support the definition of the logical framework and indicators for all aspects of IECD Liberia activities;
  • Create a monitoring and evaluation system for the STRIVE project and prepare for handover at the end of the mission, including
    – Organize the proper reporting of operational information from the field and ensure its proper execution.
    – Analyze and use qualitative and quantitative indicators to measure the degree of achievement of objectives, expected results and activities implemented.
    – Work on measurement tools and means of verification to improve their quality, relevance and reliability.
    – Training and support for IECD teams and partners on monitoring and evaluation tools.
  •  Analyze and format data for internal and external reporting, in particular by producing relevant visual and written materials.
  • Contribute to the reflection, to the development of the impact measurement system (long term) and lead its deployment in the IECD Liberia teams;
  • Participate in and ensure the proper flow of information from headquarters to the field (in both directions);
  • Prepare internal and external evaluations of the project;
  • Participate in the training of partner and ministry staff;
  • Manage an M&E assistant through weekly monitoring, capacity building, assessments, etc.
  • Ensure monitoring of the cycle of audit processes and procedures.
  • Support the development of innovative data collection and monitoring tools.
  • Ensure the integration of cross-cutting monitoring issues in the agricultural sector of DVA & FA.

 

2/ Reporting and management of relationships with donors

  • Manage the administrative monitoring of the AFD contract (ANO, validation of reports, monthly meetings, etc.).
  • Gather, consolidate and complete the operational parts written by each project manager; ensure their good correspondence with the financial report prepared by DAF-IECD Liberia; transmit narrative reports to financial partners;
  • In close collaboration with the Liberia Country Director, participate in the management of relations with the donor (AFD), including monthly meetings and/or steering committees;
  • Develop and implement an adequate institutional communication strategy;
  • Participate in the development of future projects and proposals for IECD Liberia.

 

Profile

  • Training : BAC + 5, general higher studies
  • Experience:
    – At least 2 years of experience in Monitoring, Evaluation and impact measurement
    – Significant experience in project/program management or project support (consulting firm type) would be a plus
    – Experience abroad would be a plus
  • Expected skills:
    – Skills in monitoring-evaluation and impact measurement: definition of quantitative and qualitative indicators, design of practical tools, data collection and analysis
    - Fluent English
    – Educational skills: support, unite, train
    – Excellent writing and speaking skills in French. Fluency in English would also be an asset.
    – Ability to follow several subjects simultaneously
    – Mastery of Pack Office and in particular mastery of Excel required
    – Representation skills vis‐à‐vis various partners
