Monitoring-evaluation officer M/F

The European Institute for Cooperation and Development (IECD) is a recognized public utility association, which intervenes in the fields of education, entrepreneurship and access to employment through training for the most vulnerable people. IECD implements more than 60 projects in 15 countries, 4 geographical zones (Middle East and North Africa, Sub-Saharan Africa, Madagascar and South-East Asia) allowing action to be taken with more than 30 beneficiaries.

 

Since 2014, IECD Morocco has been committed to supporting young Moroccans in vulnerable situations in several regions of Morocco, including Casablanca-Settat, Rabat-Salé-Kénitra, Tangier-Tétouan-AlHoceima and Marrakech-Safi. In close collaboration with our operational partners, we operate in two key areas: Training & Professional Integration and Entrepreneurship.

 

We offer personalized support to positively transform the lives of these young people in vulnerable situations, thus helping to shape their educational and professional future.

Morocco recently faced a devastating earthquake measuring 7 on the Richter scale, which occurred on September 8. With more than 2 dead, 900 injured, and particularly affecting the province of AlHaouz, reconstruction is a major imperative for Morocco, and to support victim families in rebuilding their lives.

It is in this context that IECD Morocco is committed to contributing to the reconstruction and launches the economic recovery project “Avenir Better for Entrepreneurship and Local Learning” (AMEAL). It consists of relaunching the preschool life of children and the economic activities of their affected mothers and entrepreneurial fathers, thus strengthening their resilience and promoting their growth. The project is implemented with Care Morocco, the latter focuses on the rehabilitation of children's preschool life, while IECD Morocco is dedicated to reviving the entrepreneurial activities of parents. This integrated approach aims to rebuild both education and livelihoods, ensuring a full recovery of impacted communities.

Mission

 

Reporting to the Morocco Operations Manager, and in close collaboration with the project managers as well as the cluster coordinators in Paris, you will have the following responsibilities:

 

1- Monitoring & Evaluation

  • Provide expertise for the definition of indicators & logical frameworks for projects
  • Establish an M&E system
    – Collection, analysis, and use of indicators
    – Restitution of results in visual, written and/or animated form
    – Raising awareness and training of IECD teams and partners in M&E tools
    – Recommendations for improvement
    – Support external evaluations
    – Build a database of images, testimonials and beneficiaries’ journeys
  • Develop an impact measurement system
    – Carry out quantitative & qualitative studies on the medium and long term impact of projects
    – Collect macro and micro-economic data on the IECD’s regions of action to put it into perspective
    – Monitor innovations and information related to impact measurement

 

2- Support for reporting obligations and funding requests:  

  • Coordinate and monitor the drafting of funding requests for financial partners (narrative and financial reports), in collaboration with Project Managers.
  • Coordinate and monitor the writing of narrative and financial reports, in collaboration with Project Managers
  • Implement processes and systems that ensure compliance with financial partner procedures (e.g. calls for tenders, spending threshold, action monitoring tools, etc.) in collaboration with the Cameroon financial team.
  • Train project managers and operational teams in seeking funding and writing reports

 

3- Contribute to cross-functional topics

  • Identification of educational experts to support projects
  • Contribute to the development of new projects
  • Contribute to the implementation of pilot actions on digital technology, sustainable development, awareness of entrepreneurship, etc.
  • Contribute to the work of capitalizing the IECD

 

Training

  • General higher education (IEP, commerce, management)

 

Experience

  • At least 2 years of experience in the development sector, in M&E and/or partnership relations.

 

Expected skills

  • Project management, monitoring of activities and indicators
  • Ability to mobilize and unite a network of financial partners
  • Representation capacities vis‐à‐vis various partners
  • Impact measurement skills
  • Educational skills: support, unite, train
  • Good writing and speaking skills in French and English. Mastery of Moroccan Darija is an asset.
  • Mastery of Pack Office and in particular mastery of Excel required

Conditions

  • Status : Contract under French law, International Solidarity Volunteering (VSI) – pre-departure training
  • Having as a referent the Morocco operations manager, based in Casablanca.
  • In close collaboration with : the program coordination teams based in Paris
  • Mission dates : from April 2024, for a minimum of two years
  • Location : Casablanca with frequent trips to be planned to Kenitra, Tangier and Morocco according to needs
