Monitoring-Evaluation Officer

CONTEXT

 

The European Institute for Cooperation and Development (IECD) is a recognized public utility association, which intervenes in the fields of education, entrepreneurship and access to employment through training for the most vulnerable people. The IECD implements more than 70 projects in 18 countries, 4 geographical zones (Middle East and North Africa, sub-Saharan Africa, Madagascar and South-East Asia) allowing it to act with around 30 beneficiaries.

Present in Côte d'Ivoire since 1998, IECD leads, with its partners CIED and PEFACI, several programs aimed at contributing to the creation of value and jobs in two main areas: professional training and support for entrepreneurship.

In a dynamic of structuring and with the desire to support the development of projects, IECD Côte d'Ivoire is recruiting as part of a job creation a Monitoring & Evaluation Officer (M/F).

 

 YOUR MISSION

 

Under the responsibility of the Director of Operations and Ivory Coast Delegate, in close collaboration with project managers as well as program coordinators and the partnership and communication team in Paris, you will have the following responsibilities:

1. Monitoring & Evaluation:

  • Creation and improvement of an M&E system potentially transferable locally at the end of the mission:
  • Collection, analysis and use of qualitative and quantitative indicators to measure the degree of achievement of objectives, expected results and activities implemented.

– Work on these measurement tools and means of verification to improve their quality, relevance and reliability.
– Formatting data for internal and external reporting, in particular by producing relevant visual and written materials.
– Raising awareness and training IECD teams in M&E tools.

  • Support for the definition of the logical framework and indicators for all programs
  • Contribution to the production of end-of-project reports and feedback
  • Creation of a photo and testimonial database for each project
  • Contribution to reflections and the development of an impact measurement system
  • Contribution to the definition and use of survey data (insertion surveys, etc.)
  • Carrying out a quantitative and qualitative study on the medium and long term impact of projects and programs

 

   2. Development of partnerships and fundraising:

  • Contribution to the development of private partners – operational and financial partners
  • Participation in presentations to potential partners and support for project managers in carrying out funding requests (in particular the review of logical frameworks, the formulation of indicators, etc.)
  • Support in drafting reports, calls for tenders and funding requests for donors (narrative and financial)
  • Contribution to the production of end-of-project reports and feedback

You will also be able to contribute to cross-cutting topics of the delegation (capitalization, project development, etc.)

 

Profile

  • Training : BAC + 5, general higher studies
  • Experience :

– At least 2 years of experience in Monitoring, Evaluation and impact measurement
– Significant experience in project/program management or project support (consulting firm type) would be a plus
– Experience abroad would be a plus

  • Expected skills:

– Skills in monitoring-evaluation and impact measurement: definition of quantitative and qualitative indicators, design of practical tools, data collection and analysis
– Educational skills: support, unite, train
– Excellent writing and speaking skills in French. Fluency in English would also be an asset.
– Ability to follow several subjects simultaneously
– Mastery of Pack Office and in particular mastery of Excel required
– Representation skills vis‐à‐vis various partners

POSITION CONDITIONS

  • Status : Contract under French law, International Solidarity Volunteering (VSI) – pre-departure training
  • Having as reference theDirector of Operations and Ivory Coast Delegate
  • In close collaboration with : project teams in Ivory Coast, program coordination teams based in Paris
  • Job dates : as soon as possible, for a minimum of two years
  • Location : Abidjan, with trips to other project sites in Ivory Coast
  • Contract conditions :

– Compensation according to profile
– Participation in housing
– One return plane ticket per year of mission (including the departure ticket and the final return ticket)
– Complete medical and social package (illness, repatriation, complementary mutual insurance) and basic social security retirement contribution
– Paid vacation: 2 days per month + local public holidays.
