Training project manager

CONTEXT

 

The European Institute for Cooperation and Development (IECD) is a recognized public utility association, which intervenes in the fields of education, entrepreneurship and access to employment through training for the most vulnerable people. The IECD implements more than 70 projects in 18 countries, 4 geographical zones (Middle East and North Africa, sub-Saharan Africa, Madagascar and South-East Asia) allowing it to act with around 30 beneficiaries.

Madagascar is a flagship country for the IECD, which has been implementing emblematic projects there since 1989 and is currently leading several projects in collaboration with local partners, particularly in access to education for young people and in professional training in hospitality. -catering and in the support and training of entrepreneurs.

In the hotel and catering sector, the IECD created the hotel school in Fianarantsoa in 2012, in partnership with the Saint François-Xavier Jesuit college The Rice Field. This center trains around 100 young people each year, in 4 professions (cooking, waiter, accommodation and receptionist). With an integration rate of young people into the job market of over 80% following training, this model has proven itself.

Building on this success, the IECD has been implementing the project since 2020 SpringboardMad financed by AFD and supports 3 new CFPs private (vocational training centers) for training in HR professions, andNational Institute of Tourism and Hospitality of Madagascar (INTH), a public establishment of reference for higher education in the tourism and hospitality sector. Tremplin Mad will have to train 216 trainers and supervisors, support 6 students, 270% of whom are young girls, with 60 young graduates at the end of their training. At the end of the project, 4% of young graduates will be employed 260 year after their diploma. It is the INTH which will feed the majority of the objectives of these indicators.

As part of the modernization of the INTH, the IECD will intervene in the capacity building of the INTH along several lines intended to:

  • Bring the training offer into line with market needs,
  • Improve the employability and professional integration of students,
  • Make INTH a sectoral training center for trainers and develop a viable economic model allowing partial self-financing.

Finally, Madagascar has integrated work-study training into its education system with the release of the decree on work-study training. The IECD made an important contribution to the development of this text and intends to support its implementation. The development of work-study training is not an end in itself for the IECD but is considered as an additional and essential strategy in order to lead young people towards successful professional integration at the end of their training. In January 2024, a pilot system will begin in the HR sector of IECD Madagascar. For all stakeholders, this system will officially begin in September 2024.

 

YOUR MISSION

 

Under the hierarchical management of the project manager, the training project manager contributes to the implementation of innovative training systems and supports the renovation and deployment of HR training (3 licenses and 1 master), as well as the use and mastery digital tools created by the INTH team.

1- Support for educational engineering during the training renovation process

  • Monitor the implementation and measure the impact of the renovated training programs at INTH (3 licenses and 1 Master)
  • Participate in the skills development plan for INTH teachers in educational implementation
  • Participate in the skills development of the network of trainers driven by the IECD Mada teaching team
  • Contribute to developing innovative educational approaches (production of resources) with ad hoc tools, in collaboration with the cross-functional educational team
  • Participate in updating the INTH website on the educational aspect

2- Support for the process of implementing new training methods and the use of digital tools

  • Encourage, harmonize and capitalize on the implementation and qualitative deployment of work-study pedagogy for INTH
  • Lead and lead discussions on the implementation of VAE for HR: deployment conditions, process, action plan
  • Support the development of digital tools created (BOE, website, reservation software, ENT)

3- Advisory support to stakeholders in the process of appropriation of changes at the INTH level

  • Participate in supporting INTH teams in the use of digital tools
  • Support the sustainability and retention of an educational team of INTH teachers
  • Support the INTH team in the identification, preparation and organization of activities for the recognition of renovated training courses (Bachelors and Masters) with the supervisory ministries: Ministry of Tourism, Ministry of Higher Education
  • Participate in meetings between the IECD Tremplin Mad and the various INTH bodies (Board of Directors, general management, etc.)

4- Contribute to strengthening the position and reputation of the IECD as a strategic player in professional training, VAE and work-study training in Madagascar

  • Lead and lead discussions to assess the feasibility of deploying work-study training in HR and other possible sectors for IECD Madagascar;
  • Identify the challenges, propose courses of action and solutions on the constraints to be overcome: processes, financing, etc. that IECD Madagascar will be able to propose to the various actors such as the METFP, the FMFP, the private sector, donors

 

Profile

  •  BAC + 5
  • Very good knowledge and use of post-baccalaureate educational documents (training program, educational models, credit unit system, etc.)
  • Expertise on the work-study training system, including financial engineering
  • Knowledge of the institutional and economic actors of work-study and VAE
  • Strong capacity to adapt to the different audiences concerned (funders, partners, learners, tutors, companies, etc.)
  • Good knowledge of work-study financing systems
  • Diplomacy with institutional actors (ministries, donors, etc.)
  • Strong comfort with digital educational tools (e.g.: EDT of an ENT) and their use
  • Familiar with an intercultural environment
  • Knowledge of the THR sector would be a plus.
